Otto Hess was the founder of Hess Hair Milk Labs and they were based out of St. Paul, Minnesota. About two miles from me. As you know Hess is a really good brand of razors. Of those models that I have all have been really good shavers and this one takes a wicked edge. It seems that Hess only selected the best steel that was available.[1]
